     WASHINGTON, May 20, 2004 — Insurgents using a smuggling route for foreign fighters and weaponry entering Iraq were the targets of a May 19 strike near the Iraq-Syrian border, a senior military spokesman said at a Baghdad news conference today.

Humane Treatment of Detainees

     WASHINGTON, May 20, 2004 — The U.S. general in command of operations in Iraq repeatedly ordered humane treatment of detainees, he told senators here May 19.
     At least three times, in September and October 2003 and in May 2004, Army Lt. Gen. Ricardo S. Sanchez "issued interrogation policies that reiterated the application of the Geneva Conventions and required that all interrogations be conducted in the lawful and humane manner with command oversight," Sanchez said on Capitol Hill.  More
Red Cross Reports Now to Go Through Single Point of Contact

     WASHINGTON, May 20, 2004 — All reports from the International Committee of the Red Cross on detainee operations by the U.S. military in Iraq will now go through a single senior point of contact.
     Army Maj. Gen. Geoffery Miller, deputy commander for detainee operations for Multinational Force Iraq, told members of the Senate Armed Services Committee he would be that person. In turn, he will bring them to the attention of senior commanders.
     Miller; Army Lt. Gen. Ricardo Sanchez, commander of Multinational Force Iraq; and Gen. John Abizaid, commander of U.S. Central Command, testified on Capitol Hill May 19. They spent several hours answering senators' questions on abuses at the Abu Ghraib prison complex.  More
Soldier Sentenced to One-Year
For Prison-Abuse Case in Iraq

     WASHINGTON, May 20, 2004 — The first soldier to receive a court martial in connection with the Abu Ghraib prison abuse was sentenced May 19 in Baghdad.
     A military judge sentenced U.S. Army Spc. Jeremy Sivits to one year in confinement, a bad conduct discharge and a reduction in rank to private.
     As part of a pre-trial agreement, Sivits pleaded guilty to one count of conspiracy to maltreat detainees, two counts of maltreatment of detainees and one count of dereliction of duty, according to Central Command officials.  More

      BAGHDAD, Iraq — One U.S. oldier was killed and three wounded when their unit was attacked by hand grenades early May 20 in central Baghdad, according to U.S. Central Command officials.
     The name of the deceased is being withheld pending notification of next of kin. The incident is under investigation.

State, Defense Departments Cooperating on Iraq Transition

     WASHINGTON, May 19, 2004 — A senior State Department official, Frank Ricciardone, and a senior Defense Department official, Mick Kicklighter, say the State and Defense Departments are cooperating closely to prepare for the transition of sovereignty in Iraq June 30.
     At a briefing at the U.S Institute of Peace in Washington May 19, the two officials spoke about converting the Coalition Provisional Authority into a U.S. diplomatic mission. Ricciardone said the size of the U.S. Embassy in Iraq will be smaller than has been reported in the press. More

HILL, Va., May 19, 2004 — An exercise called "KatMannDo" challenged participants at the end of April by presenting realistic threats through the use of role players, simulations and specialized technology.
     Civilian law enforcement, fire and emergency service organizations, and military personnel participated. The exercise also gave local civilian agencies an opportunity to share institutional knowledge and test their communications interoperability and situational awareness. More
