White House Condemns Deadly 'Attack on Innocent Civilians'
By Rudi Williams / American Forces Press Service
WASHINGTON, March 17, 2004 — A bombing today in Baghdad is "a terrible terrorist attack on innocent civilians," White House spokesman Scott McClellan said, adding the attack would not deter progress toward a free Iraq. News reports citing military officials at the scene say the blast killed at least 27 people and wounded at least 40.
"This remains a time of testing in Iraq," McClellan said. "The stakes are high. The terrorists know the stakes are high, but they will not prevail. We will meet this test with strength and with resolve." More

Ask Permission to Defend Itself
By John D. Banusiewicz / American Forces Press Service
WASHINGTON, March 17, 2004 — Though the United States always will seek cooperation from allies in the global war on terror, there's a difference between leading a coalition of many nations and submitting to the objections of a few, Vice President Dick Cheney said in California today.
"The United States will never seek a permission slip to defend the security of our country," Cheney told an audience at the Ronald Reagan Presidential Library and Museum in Simi Valley. He was there to mark delivery of a former Marine One presidential helicopter for display. More
Spanish Troop Pullout Would Convey a ‘Terrible Message’
By Gerry J. Gilmore / American Forces Press Service
WASHINGTON, March 17, 2004 — A withdrawal of Spanish troops from Iraq would encourage global terrorists that their strategy of violence and mayhem is working to undercut U.S.-coalition resolve, Deputy Defense Secretary Paul D. Wolfowitz told CNN correspondent John King March 16.
Newly elected Spanish Prime Minister Jose Luis Rodriguez Zapatero has vowed he would pull out the 1,300 Spanish soldiers in Iraq by the June 30 transfer of sovereignty, unless the U.N. assumes authority in the war-torn country. More

" I think terrorists will kill innocent life in order to try to get the world to cower ... they'll kill innocent people to try to shake our will ... they'll never shake the will of the United States. We understand the stakes. And we will work with our friends to bring justice to the terrorists."

Defense Secretary Donald H. Rumsfeld

"We need to make sure that the people who are being recruited into that world of terrorism to kill innocent men, women and children are fewer and fewer and we need to make sure that the funds that go to that kind of disorder and crime and backs against humanity are fewer and fewer."
