Iraqi Reconstruction Contract Bids to be Limited to Coalition

     WASHINGTON, Dec. 10, 2003 — Only nations committed to the Operation Iraqi Freedom may bid on contracts to rebuild Iraq, Pentagon officials said today.
     Nations that are not part of the coalition cannot serve as prime contractors for any of the $18.6 billion in reconstruction funds provided by Congress as part of the Fiscal 2004 Defense Supplemental.
    The administration had three choices: It could limit bids to only U.S. firms; it could open the bids to all nations; or it could limit bids in some fashion, said Pentagon spokesman Lawrence Di Rita.
    “There are countries that made a commitment to Iraq in a certain way,” Di Rita said. More

Bremer: Coalition Will Strive to Ensure Equality for All Iraqis

     WASHINGTON, Dec. 10, 2003 — Ambassador L. Paul Bremer III, administrator of the Coalition Provisional Authority in Iraq, observed Human Rights Day today by promising that the coalition would continue to work to ensure equality for all Iraqis.
     "The laws of God and man alike insist that all people, including women, have rights, equality and justice," said Bremer in observing the 54th anniversary of the signing of the United Nations General Assembly's Universal Declaration of Human Rights. The declaration recognizes that "the inherent dignity and the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world."
     Iraq and all the nations of the coalition that existed at the time agreed to the declaration's principles when it was created in 1948, Bremer said. More
101st Soldiers Seize Former Regime Supporters, Weapons

     WASHINGTON, Dec. 10, 2003 — U.S. Army 101st Airborne Division soldiers seized more than 50 suspected supporters of the deposed Saddam Hussein regime and confiscated weapons today in two separate operations in northern Iraq, according to U.S. Central Command.
     Members of the division's 2nd Brigade Combat Team nabbed 52 individuals in an early morning raid covering 34 locations across Mosul, a U.S. Central Command news release reported. A former Fedayeen Saddam brigadier general, other former officers of the paramilitary organization, and Baath Party holdouts were among the detainees. More
U.S. Task Force Raids Net Attackers of Spanish Forces
    LUTAFIYAH, Iraq, Dec. 10, 2003 — At 2:00 am this morning, paratroopers from 3rd Brigade, 82d Airborne Division with the assistance of Iraqi police conducted Operation Panther Squeeze, a series of 18 raids in Lutafiyah to kill or capture individuals believed to be responsible for the attack against Spanish forces on Nov. 29, according to Combined Joint Task Force-7 officials. The cooperation efforts between the coalition forces and Iraqi police contributed to the great success of this operation.
    During the raids, 15 primary targets were captured with a total of 41 enemy personnel taken for questioning. More

    SAN ANTONIO, Dec. 10, 2003 — U.S. military broadcasters hit the airwaves in Baghdad, Iraq, on Dec. 10 with the first manned American Forces Radio and Television Service broadcast from the country.
     American Forces Network-Iraq features live shows, news, sports, weather and commentary 24 hours a day in Baghdad. By the end of December, officials said they plan on expanding coverage to the entire country through the service's satellite network. More

    WASHINGTON, Dec. 10, 2003 — Two American soldiers were killed by insurgents in separate attacks in the Iraqi city of Mosul today, according to U.S. Central Command.
     In east Mosul, a 101st Airborne Division soldier was killed and another was wounded, a U.S. Central Command news release reported, when insurgents mounted a late-morning assault with small-arms fire from two vehicles. More

Operation Bulldog Mammoth Strikes Insurgents' Apartments

     ABU GHURAYB, Iraq - Task Force 1st Armored Division's 3rd Brigade Combat Team from Fort Riley, Kan. conducted a brigade-sized cordon and search of an Abu Ghurayb apartment complex, northwest of Baghdad Dec. 4, making it one of the largest military operations since President George W. Bush declared an end to major combat operations in May.
     The operation was named Operation Bulldog Mammoth.
     "Cordon and searches are normally at the platoon and company level," said Maj. Dale Ringler, 3BCT operations officer. "Very rarely do we (include) two battalions (plus supporting units) and make it a brigade-sized operation." More

Gamble's Deployment Journal
WASHINGTON, Dec. 8, 2003 — Army Staff Sgt. Zeno Gamble, a Gulf War veteran, is one of the thousands of reservists who have been called to active duty during Operation Iraqi Freedom and Operation Enduring Freedom. This week, Gamble left his civilian job at the Pentagon for Fort Bliss, Texas. He’ll spend several days there before flying out to Kuwait. During his deployment in the Persian Gulf, Gamble plans to share some of journal entries with the readers of DefendAmerica.mil.

     Dec. 1, 2003 — Most of my friends and co-workers are incredulous that I have been activated. They thought this would never happen to me. Heck, I never thought it would happen to me either.
      As a civilian, I work in the Pentagon as one of the writers in the Executive Secretariat in the Office of the Secretary of Defense. As an Army reservist, I work for Master Sgt.      WASHINGTON, Dec. 9, 2003 — Defense Secretary Donald H. Rumsfeld today outlined the conditions to be met for the coalition to achieve its goals in Iraq: Iraqi self-governance, responsibility for its own internal security and a growing economy that encourages people "to come back to the country rather than leave."
     Also critical, he told Pentagon reporters, is that Iraq remain one country that does not pose a threat to its neighbors and that it "have a governance system that is respectful of the diverse elements within the country – religious and ethnic." More     Briefing
Black Market, Hoarders & Strike Cause Gas Shortage in Iraq

     WASHINGTON, Dec. 9, 2003 — Black marketers, hoarding and a recently ended transportation strike combined to cause a shortage of gasoline in some areas of Iraq, a senior Coalition Provisional Authority spokesman told reporters at a Dec. 8 Baghdad press briefing.
     Senior CPA advisor Daniel Senor noted that a two-day strike by Turkish truckers who deliver petroleum products south from a northern Iraqi refinery to the cities of Mosul and Baghdad "caused an enormous shortage in Mosul."
     However, that strike has ended, Senor said. "So the supply (of gasoline) has kicked in again, and we are continuing to monitor that situation." About 3.5 million liters of gas was recently trucked into Mosul, he noted. More

USS Germantown Contributes
To Maritime Interception Efforts

     ABOARD USS GERMANTOWN, Dec. 9, 2003 (NNS) — Historically, amphibious ships like USS Germantown have been responsible for putting Marines on beaches around the world. Now, the San Diego-based ship is deployed with a first-of-its-kind Expeditionary Strike Group, and it has a new mission - to support Operation Iraqi Freedom by joining coalition vessels in their search for smugglers in the 5th Fleet area of responsibility.
      Its new mission has allowed Germantown to work alongside the U.S. Coast Guard, as well as coalition ships from Australia, Great Britain and Italy, enforcing U.N. Security Council Resolution 1483, which prohibits smuggling oil and other restricted cargo into or out of Iraq. More
