Rumsfeld Gives Guidelines for
Committing American Troops

     WASHINGTON, Oct. 17, 2002 — U.S. Defense Secretary Donald Rumsfeld today gave the world a peek at how he thinks.
     At a Pentagon press briefing this afternoon, Rumsfeld described guidelines he wrote upon taking office to help him decide when to recommend President Bush commit American military forces. Defense officials also released written copies of the guidelines after the briefing. Guidelines

     WASHINGTON, Oct. 17, 2002 — United States government officials will consult with friends and allies on what to do about North Korea's admission that it has been developing nuclear weapons, Defense Secretary Donald Rumsfeld said today.
     North Korean officials reportedly admitted to an American diplomat that they have an active nuclear weapons program in defiance of the so- called Agreed Framework. In this agreement, North Korea promised in 1994 that it would freeze its nuclear program. More

Bush Hopes Iraq Will Disarm Peacefully

     WASHINGTON, Oct. 17, 2002 — Using military force against Iraq is President Bush's last choice, not his first.
     "My hope is that we can achieve a disarmament of the Iragi regime peacefully," the president said Oct. 16 after meeting with Israeli Prime Minister Ariel Sharon at the White House. "We have no plans to use our military unless we need to."
     Bush said he and Sharon talked about the desire for the U.N. Security Council "to be strong and for the nations that care about peace to see that Saddam is disarmed." More

Finalists Announced

     WASHINGTON, Oct. 17, 2002 — More than 1,100 people submitted designs for a memorial to those killed in the Sept. 11, 2001, attack on the Pentagon. Defense officials today announced the six designs selected as finalists. An 11-member panel of artists, designers, family members of those killed in the attack, and two former secretaries of defense took three days to choose the finalists from among the 1,126 qualified entries.
