New Force Protection Agency
Created for Defense Department
   WASHINGTON — The U.S. Department of Defense announced Thursday the establishment of a new defense agency, the Pentagon Force Protection Agency, to provide an improved force protection structure and response capability at the Pentagon and in the national capital region.
   The mission of the new agency is to provide force protection, security and law enforcement for the people, facilities, infrastructure and other resources at the Pentagon and for Defense Department activities and Defense Department-occupied facilities within the national capital region not under the jurisdiction of a military department.
   The new agency is being established in response to the terrorist attacks of Sept. 11, 2001, and subsequent terrorist threats facing the Defense Department workforce and facilities in the Washington area. The agency will allow the Defense Department to take appropriate measures to address the full spectrum of these threats by using a robust strategy of prevention, preparedness, detection and response. Federal Work Force Is 'Weapon of Democracy'

   WASHINGTON, May 9, 2002 — America's civil service employees represent a "formidable weapon of democracy" in the war against global terrorism, the U.S. government's top personnel official said Thursday.
   Kay Coles James, director of the U.S. Office of Personnel Management, delivered the keynote address at this year's Public Service Recognition Week exhibition on the National Mall. James noted that Public Service Recognition Week activities May 9-12 are held to recognize the contributions of America's military personnel, and federal, state and local public servants.
   The Sept. 11 terrorist attacks on America, she said, have helped to erase "mental barriers" that existed among military members, Defense Department civilian employees, and employees from other federal agencies.
   "We are America's team and we are here to serve the cause of freedom," James said, noting that the U.S. military in Afghanistan has "achieved the most exacting operation in defense of freedom since Normandy."
   James said U.S. service members "successfully deployed to a land-locked nation half a world away, and with lightning speed they brought liberty to the Afghan people and justice to an evil regime and a new role for the terrorists of the world.
   "The new title they have now is 'fugitive,'" she said. More

Army Announces Ideas
To Streamline Practices

   WASHINGTON — The U.S. Army announced that it will adopt 15 business-savvy ways to streamline resources and potentially save millions of dollars over the next seven years.
   The initiatives are part of a Department of Defense program that allows military services to reap the benefits of innovative ideas. A Defense Department organization called the Business Initiative Council (BIC) was created by Secretary of Defense Donald H. Rumsfeld last year to encourage the services to emulate the corporate sector's way of doing business. More

Ceremony for Sultan Rasia School - Coalition Humanitarian Liaison Cell (CHLC)-Mazar-e-Sharif: Gen. Atta and the provincial governor attended the opening ceremony for Sultan Rasia School. Gen. Atta, the provincial governor, and the minister of education gave speeches and Gen. Atta cut the ribbon to open the new classroom. After blessings and prayers, the governor and minister of education laid stones in fresh mortar to mark the cornerstone for the beginning of phase II repairs to the main building.
Spain Flies in Medical Aid - Coalition partner Spain transported pharmaceutical supplies from Valencia, Spain, to Afghanistan. The medicines, provided by the Spanish organization Farmaceuticos Mundi, were turned over to Humanitarian Assistance for the Women and Children of Afghanistan (HAWCA), which provides medical assistance to Afghan refugees. Twenty-six tons of pharmaceutical supplies have been donated by Farmaceuticos Mundi, enough to provide coverage for 20,000 Afghans for three months, and have been distributed to clinics in Kabul and HAWCA mobile health teams throughout the country.

Photo of Odessa V. Morris.   Odessa V. Morris, 54, worked as a budget analyst in the Pentagon for the U.S. Army.
   She attended Chesapeake Business College and worked for the federal government for 32 years. She gave of herself freely and volunteered as a financial counselor to others. She was treasurer and a member of the board of trustees of the New Mt. Olivet Apostolic Church. She loved cooking, sewing, photography and raising goats.
   Survivors include her husband Tony; children Dahlia, Jan-Sheri and Keith; brothers Winford, Daniel and Joseph; and sisters Ethel and Rachel.
   We will not forget her.
